coefficient (the value to calculate dmg, alpha X coefficient) on splash hits small
if sub is on surface it is lower then normal usually
like between 0.165 to 0.5
so this is why so low dmg
i think what happened only 3-4 hit with best coefficient and rest with much much lower

These days the desync problem has gotten worse again. I have a lot of times that the shells land too short of where I aim. Good job WG, as always Art department carries them all
